The Analyst will be part of a team responsible for managing relationships with Federal Program Agencies as it relates to the implementation of the Shared Accounting Module (SAM) and Central Accounting Reporting System (CARS) application as well as quality assurance testing activities. This includes defining and executing agency conversion plans, creating end user materials, training, coordinating testing activities, executing test scripts, tracking defects and monitoring testing activity.
_Job Duties_
Assist Treasury in determining and documenting agency conversion needs for the SAM & CARS applications.
Review documentation and consult with stakeholders to ensure conversion needs and objectives can be met with available system functionality.
Develop and execute marketing, conversion, and communication plans for all stakeholders throughout the development and implementation of SAM & CARS.
Assist in the development of end user communications (user guide, help text, electronic training).
Provide training and guidance to Agency Support staff on the functionality of the SAM and CARS application.
Coordinate troubleshooting of conversion and application issues, including serving as the client liaison to the technical team.
Perform quality assurance testing activities.
Support testing of application and environmental upgrades as well as resolution of Production issues as needed.
Perform analysis related to enhancements to the application.
Perform other duties as assigned.
_Job Qualifications/Skills_
US Citizenship required.
Bachelor's Degree in Business Management, Accounting or Information Technology is preferred.
2 years of testing experience is required.
Experience with government accounting is preferred.
Strong oral and written communication skills.
Strong analytical skills.
Experience managing customer relationships.
Ability to process and assess complex procedures, practices and policies.
Solid knowledge of project leadership methods and practices.
Ability to manage multiple projects and work processes in a timely fashion.
Experience presenting complex information to various audiences.
Ability to perform involved and independent research.
Experience with Microsoft Office products required.
Experience with Adobe Captivate software is a plus.
