Position Summary
Position leads the IT operations, administration, support, development, and systems functions of the department, including financial, operations, and personnel management. Scope includes MIR IT (which supports overall IT functions supporting the research, administration, and education clinical IT needs) and some 1Rad operations, which, in collaboration with BJC, supports systems and operations unique to the clinical mission and include support for hospital personnel in addition to MIR colleagues. Primary departmental functions supported include clinical, education, research and administration.
Job Description
Primary Duties & Responsibilities
  • Monitors and maintains proper IT systems (hardware/software) and resources, setting technical directions and standards for systems, services and applications. Assures adequate IT resources. Ensures that specific radiology requirements are considered and met on University initiatives. Assures system availability and backups and minimizes risks due to security concerns and other threats to operations. A key system is the MIR professional billing interface with EPIC, which accounts for all of our clinical revenue.
  • Serves as consultant to all divisions and support areas for IT governance, IT standards, IT recommendations and IT projects/implementations, and IT liaison to business that are outside of BJC.
  • Secures agreements with appropriate IT service providers as needed. Manages and monitors service level agreements with others contracted to provide IT services/products per agreement.
  • Acts as liaison with medical school, hilltop campus, WU IT, BJC, other provider organizations, outside vendors, and user groups and organizations.
  • Acts as security liaison for department of Radiology ensuring that new security policies and procedures are communicated where necessary to the department and interacts with department members to monitor adherence to recommended procedures and policy to keep departmental and university systems secure.
  • Assists (may lead) department with special projects as needed.
  • Personnel management for Section. Oversees selection, employment, development, control, and discharge of employees and the establishment of personnel policies and practices. Reviews productivity and efficiency of staff recommending changes, fosters smooth functioning and efficient operation achieving effective resolution of grievances.
  • Assures the sound fiscal operation of the department, developing an annual budget and its implementation/management. Oversees payroll and purchasing functions of the computer section, ensuring maximum utilization of funds.
  • Performs other duties as assigned.

Preferred Qualifications
  • Master's degree in related field.
  • PMP and/or ITIL certifications
  • Prior experience consolidating local departmental-focused IT teams into an enterprise service delivery organization.
  • Prior experience in a dynamic and diverse corporate environment.
  • Prior experience in a clinical support environment.
  • Prior experience in a higher education technology environment.
  • Prior experience leading large staffs (75+).
  • Prior experience in a matrix management structure in which you rely on other leaders for delivery of portions of your service.
  • ITIL Framework experience.
  • Ability to execute plans to meet IT objectives of the department on a timely basis and within budget.
  • Ability to administer the IT operations of a complex organization.
  • Strong business analysis skills and customer service background.
  • Ability to motivate and lead workforce through periods of organizational uncertainty.
  • Establishes objectives, prepares action plans and communicates such plans clearly and effectively to all staff levels (senior leadership, management, technical and clerical).
  • Excellent time management, resource planning and project management skills required for seeing initiatives through to completion.
  • Demonstrated aptitude to quickly and effectively adapt technologies to meet needs outside of current experience.
  • Excellent organizational and communication skills, both verbal and written.
  • Ability to provide clear direction to staff during times of organizational ambiguity.
  • Ability to work independently.
  • Ability to learn quickly and adapt to new circumstances.
  • Ability to work extra hours and adjust schedule, recognizing the need to do so.
  • Ability to adjust to changes in priorities and demands on time.
  • Demonstrated ability to manage technical and human resource performance using metrics.

Required Qualifications
  • Bachelor's degree in a related field or equivalent industry experience required plus 10 years of related experience.
  • Experience with design, creation, and implementation of infrastructure services, including internal and externally provided solutions.
  • Experience directing a large-scale organization providing infrastructure, application, and business process improvement services.
  • Position Specific:
    Experience leading strategic and organizational planning efforts, program/project management offices, and change management and communications delivery teams.
  • Experience with automated administration PPM solutions and use of methodologies to address all types of IT project investments.
  • Experience defining and using metrics to identify continuous improvement opportunities.
  • Experience with design, creation, configuration, and implementation of enterprise IT solutions in both infrastructure, end-user, and application services.

Salary Range
$127,300.00 - $223,900.00 / Annually
The salary range reflects base salaries paid for positions in a given job grade across the University. Individual rates within the range will be determined by factors including one's qualifications and performance, equity with others in the department, market rates for positions within the same grade and department budget.
