Summary Looking for a Consultant to represent the IT Committee of the Council regarding North American Electric Reliability Corporation (NERC) critical infrastructure protection (CIP compliance standards and some NERC Reliability (O&P) compliance standards.
This resource will be required as soon as possible for a minimum duration of one year, with possible extension beyond that period.
The selected Consultant will work with representatives of all nine (Project Participants) to build consensus opinions, respond to NERC, FERC, DoE requests for comments, Requests for Information, Commenting on Standards Authorization Requests (SARs) and, when possible, represent the interests of our consortium on standards drafting committees.
The successful candidate will have a strong technical background, a deep understanding of NERC CIP compliance standards, and excellent leadership and communication skills.
Key
Responsibilities:
o Develop and maintain a comprehensive understanding of CIP compliance standards and regulations.
o Draft and champion SARs throughout their process, responsible for coordinating and developing draft responses for the ITC/SWG (as applicable) approval.
o Represent interests on standards drafting committees.
o Act as a liaison between the SWG and the SRC and RLC and manage active requests from each of those committees.
o Lead discussions to build consensus amongst representatives on new or changing CIP standards or other requests for comment from NERC/FERC and produce draft responses.
o Conduct periodic meetings with the chairs for the SRC and RLC to provide status updates on their SWG requests.
o Develop overall process document for end to end workflow/ collaboration between IT committee working groups in developing and approving the submissions to NERC and FERC.
o Maintain documentation specific to the comments and submissions to NERC and FERC.
o Attend ITC quarterly meetings when requested.
Requirements:
o Bachelors or Master's degree in Computer Science, Information Technology, or a related field or equivalent experience.
o Strong technical background in IT infrastructure, architecture, power systems, or a related discipline.
Minimum five years' demonstrated experience.
o In-depth knowledge of CIP compliance standards and regulations.
o Understanding of NERC rules of procedure (SAR submittal, drafting teams, balloting etc.

o Proven experience leading cross-functional teams.
o Excellent writing, communication, and interpersonal skills.
o Strong analytical and problem-solving skills.
o Ability to work independently and manage multiple projects simultaneously.
o Ability to enter into Non-Disclosure Agreements with all IRC members.
o Some familiarity with Federal Energy Regulatory Commission (FERC) orders, RFI, RFQs.

The check will bounce and the victim is left responsible.
