Since 1946 Veterans Canteen Service (VCS) has been delivering the VCS benefit to millions of Veterans enrolled in the VA Healthcare system, the largest Healthcare system in the United States.
VCS is an independent service in the Veterans Health Administration (VHA) that is Veteran facing, providing reasonably priced goods and services for the comfort and well-being of America's Veterans.
The Veterans Canteen Service (VCS) located at the Jefferson Barracks VA Medical Center in St.
Louis; MO is seeking a Human Resources Reasonable Accommodation Coordinator.
As a Reasonable Accommodation Coordinator, you will be responsible for administrative service and support to employees, managers, and supervisors and this position reports to the Chief Human Capital Officer of the VCS Human Resources Division.
DUTIES:
Duties include, but may not be limited to the following:
Serves as the Veterans Canteen Service Reasonable Accommodation Coordinator (RAC) and Subject Matter Expert (SME) to advise managers, supervisors, employees, applicants for employment, regarding laws, regulations, and procedures for allowing employees with physical or mental impairments that substantially limit major life activities to fully participate in the application process, perform essential job functions, and enjoy the benefits and privileges of employment.
Coordinates with other areas of Human Resources offices, EEO Offices, and Office of General Counsel to ensure that employees are advised of their rights.
Assists managers and supervisors in determining the essential duties of a position and identifies barriers and possible modifications that would allow individuals with disabilities to perform their duties.
Tracks and reports all request for accommodation packages and the disposition of those requests by assisting management in completing required forms and checklist.
Engages in an interactive process with the employee, or applicant for employment, and his/her representative regarding the nature of the disability and the types of accommodation available to perform the essential functions of the position.
Consulting with the individual to determine how the disability limits the job functions and whether such limitations can be overcome by accommodations.
When a disability and/or need for RA is not obvious, require that the individual provide documentation about the disability and functional limitations.
Sending prescribed follow-up correspondence to employees who fail to provide a complete package, advising which portions of the package are either incomplete or missing.
Initiates and facilitates an interactive process between the employee/applicant and the supervisor to identify possible Reasonable Accommodation that will allow the individual to perform the essential job functions of the position.
If an accommodation request is declined, work closely with the Office of General Counsel, and provides employee with appropriate guidance and timelines on filing appeals.
QUALIFICATION REQUIREMENTS:
One-year specialized experience requiring knowledge of and/or skill in applying basic HR concepts, laws, principles, methods, practices and/or HR systems.
Qualifying experience may be obtained in the private sector.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.
g.
, Peace Corps, AmeriCorps) and other organizations (e.
g.
, professional; philanthropic; religious, spiritual; community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience, Experience in applying statues, regulations, executive orders, policies, collective bargaining agreements, Human Resources and EEO policies, practices, and procedures related to Reasonable Accommodations (RA) in a federal agency; and Developing and finalizing complex and technical correspondence on behalf of the agency in response to inquiries and requests for Reasonable Accommodation during and after the interactive process including, but not limited to acknowledging, clarifying, and reviewing the request for reasonable accommodation and medical documentation; AND Compiling and analyzing statistical data to prepare reports (MD-715) and evaluate program effectiveness to make final recommendations for improving the RA Program.
Skill in oral and written communication to prepare and deliver training logically and concisely.
NOTE:
Participation in the seasonal influenza and Coronavirus Disease 2019 (COVID-19) Vaccination programs are requirements for all Department of Veterans Affairs Health Care Personnel (HCP).
Participation in the seasonal influenza program is a condition of employment.
It is a requirement that all HCP receive the COVID-19 vaccination and annual seasonal influenza vaccination or obtain an exemption for medical or religious reasons.
Wearing a face mask is required when an exemption has been granted.
HCP in violation of these directives may face disciplinary action up to and including removal from federal service HCP for purposes of the influenza vaccination program are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties.
VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities.
HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities.
HPTs may be paid or unpaid and include residents, interns, fellows and students.
HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.
HCP for purposes of the COVID-19 vaccination program refers to all paid and unpaid persons who work in or travel to VHA locations who have the potential for direct or indirect exposure to patients or infectious materials, including body substances (e.
g.
, blood, tissue, and specific body fluids); contaminated medical supplies, devices, and equipment; contaminated environmental surfaces; or contaminated air.
These HCP may include, but are not limited to, emergency medical service personnel, nurses, nursing assistants, physicians, technicians, therapists, phlebotomists, pharmacists, health professions trainees (HPTs), contractor personnel, and persons (e.
g.
, clerical, dietary, environmental services, laundry, security, maintenance, engineering and facilities management, administrative, billing, and volunteer personnel) not directly involved in patient care but potentially exposed to infectious agents that can be transmitted from HCP and patients.
HCP include all VA licensed and unlicensed, clinical and administrative, paid and without compensation, full- and part-time, intermittent, fee basis employees who are expected to perform any or all of their work at these locations.
HCP also includes VHA personnel and contractor personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.
